I am directed by Viscount Halifax to enclose

a copy of a letter which he has caused to be addressed to the Burma Office on the subject of the transport of arms and material from the United States of America to China.

Lord Halifax will be grateful if the United States Government's request for an assurance that His Majesty's Government will do nothing to impede the onward transmission of these consignments may be brought to the notice of the Governors of Hong Kong and the Straits

of Economic Warfare.
